The article offers the author's insights on the Copenhagen Climate Change Conference in December 2009 and the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) in Paris in 2015. Topics discussed include several factors that affect climate policy such as human behavior, multilateralism, and national economic imperatives, the prospect of the U.S. and China on low-carbon development, and connection of economic management with climate risk.
