The article asserts the need for nations to overcome the communitarian block or limit the level of transnational governance. Measures that have been undertaken to create communities that encompass nations are reviewed. A test case is also presented, using the European Union (EU) to clarify that there are limits to the extent to which one can advance the development of transnational administrative, legal, and economic integration with not much community-building. The community-building efforts of the EU have taken place in education, language, media, and symbols.
