The article examines the ways in which Arctic international cooperation influenced the protection of the Arctic and global environments in general and draws conclusions on what can be learned from the success of its regional regime in environmental cooperation and overall development of international environmental policy and law. It points out that the cooperation on environmental protection among the region's nation-states started in the wake of the 1991 collapse of the Union Soviet Socialist Republic (USSR) with Finland taking the initiative to begin talks. It notes that the Arctic Council has innovations for other governance mechanisms to explore including its flexibility, soft law basis and use of science in region-building.
