The article discusses a pathway to build policy and infrastructure options that promote lasting peace and stability in the Arctic Ocean. The boundaries of the Arctic Ocean system are the sea floor, surrounding land areas and its permanent sea-ice cap and the dynamics of its marine system are dramatically influenced by seasonal sunlight. It notes the transformation of the Arctic Ocean from a permanent sea-ice cap to a seasonally ice-free sea as the Arctic sea ice shrinks to its minimum extent in September and grows to its maximum in March every year. It cites the lack of any magical solution that will permanently solve the challenges arising in the Arctic Ocean as the sea ice continues to reach new minima.
