The article argues that the conflict between the Shiites and the Sunnis is a pure inter-Arab world power sharing dispute rather than an ideological Iranian-Arab rivalry. It is pointed out that the realization of an ideology-dominated Shiite crescent is rather difficult. The debate about the Sunni elites emphasizes their diminished power, concerns about the growing political demands of the Shiite populations and expanding role in Arab affairs. The idea of an emerging Shiite crescent can be challenged in two aspects. First, one must question whether an ideological-religious coalition is feasible. Secondly, the Islamic republic has made a decision to pursue balanced relations its Arab neighbors since the end of the Iran-Iraq war.
