The article talks about the African Peer Review Mechanism (APRM), an effort to address the problems of poverty and corruption in Africa. The APRM was developed by the African heads of state at the OAU/African Union summit in July 2002. The author states that APRM is an international agreement-cum-organization of 26 African state signatories in which each of the joining states has concurred to be periodically peer reviewed by a team of African reviewers.
