 The article discusses a review of studies to demonstrate adverse effects of neglecting to consider the importance of salience in foreign policymaking. Topics covered include the "issue salience" concept in political agenda, suggestions about a deal based on salience differential between Russia and the U.S. and expansion of the North American Treaty Organization (NATO).
