<mods:abstract>Doug Victor touches on the history of the Elmwood Neighborhood of Providence and
some of the urban ponds in Providence, focusing on the problem of runoff as a historical
problem. He describes his particular neighborhood in Elmwood, some of the recurring social
equity problems and since the 1970’s, and his role in the neighborhood as a social and
environmental justice advocate and as a homesteader. He talks about some of the neighborhood
projects and responses to social equity problems and to runoff. He talks about the Elmwood
Neighborhood and South Providence in terms of cultural difference and social and ethnic
difference. He briefly describes his relationship to the Urban Pond Procession. During and after
his interview, he talks about a need to record and interview the remnants of holdovers from the
new, landed owner class, which developed in South Providence in the late 19th and early 20th
