Dear Mr. Brown – 

The government of Rome has not send me the circular he has 
addressed to the consuls and chargés  d’affaires.  He dont considered 
[<i>sic</i>.] me as a representative in matters diplomatic or consular. I have 
no guard.  You see then that I cannot assume a caracter I have not. Besides that
 I had a dispute with the French  camp about the refusal of letting pass some of
 my countrymen. I cannot then address myself to  Oudinot.
