Que la introduccion y esportacion de efectos de comercio que se hace clandestinamente por los puertos de la república, causa enormes perjuicios á la hacienda nacional. 2. Que esta criminal y escandalosa defraudacion demuestra su gravedad en razon de que por una parte priva á la república de sus recursos necesarios para el buen réjimen, conservacion y defensa del estado, y por otra hace mas costosos los sacrificios de los ciudadanos sobre quienes refluye la sórdida codicia de los defraudadores.</title>
