  <description>The Convention nationale, according to the report of the Comité de défense générale, orders all free men of the colonies, specifically Saint-Domingue, to take up arms in defense whether in legions or free companies and to organize with the respective governors and Commissaires nationaux-civils. The Governors and Commissaires are further encouraged to take whatever actions necessary to preserve order and the rule of law. Futhermore, the Convention orders the French navy to Cap-Français (Cap-Haïtien), to send troops, and gives the Ministre de la Marine the charge to organize all troops to fight the rebellion. The Commissaires nationaux-civils, Sonthonax, Polverel and Ailhaux [sic], are to decree that no citizen deported from Saint-Domingue will be allowed to return until the cessation of the troubles</description>
