Abstract
From the outset of the American Civil War, France and Great Britain had agreed to act in concert regarding possible recognition of the Confederacy. Emperor Napoleon III was inclined to intervene in favor of the South, hoping for a joint action to break the Union naval blockade, but hesitated to take too obvious a lead in forcing the issue.
