"Per vedere di fare il maggior bene che si può a tutti quei militari che non possono, senza pericolo tornare alle loro case, io la pregherei di mandar subito persona dai Consoli Inglese e Americano, ad oggetto di somministrare ad essi li passaporti verso I luoghi in cui possono viver meglio, e star con più sicurezza."
