Abstract:
Preliminary draft of final Emancipation Proclamation distributed to cabinet members
Notes:
With envelope with impressed seal of State Department addressed to Gideon Welles and marked "private."
Pgs. 1 and 2 are in one hand (possibly that of a clerk), and pg. 3 and the envelope are in a different hand (possibly that of Nicolay.)
Words on pg. 2, beginning "and will do no act to for their freedom" are lined out.
