Adjuvant Security: A Cyber Legibility Primer
Abstract
This Critical Challenge Project (CCP) addresses the lack of understanding inherent between private industry and the DoD and argues that not just a whole of government, but a whole of society approach is necessary for national security as it pertains to the cyber domain. The desired end state of my CCP results in the development, publication, and promulgation of a cyber-legibility primer. Legibility refers to the state of understanding of an individual or group. Current operations in cyberspace are often either too technical or too fledgling to be universally understood, limiting their usefulness amongst state and non-state actors. This primer, or guide, is based upon the belief that enhanced cooperation between private and public industry provides mutual support and serves as an adjuvant to national security because it fosters understanding and facilitates decision-making.
