    <mods:abstract lang="eng">This paper analyses the Portuguese emigration policy under the corporatist regime. It departs from the assumption that sending countries are no more than bystanders in the migratory process. The paper goes a step further, claiming that in the Portuguese case, not only did the Estado Novo (New State) control the migratory flows that were occurring, but that it used emigration to its own advantage. I tried next to present evidence to show that by the analysis of the individual characteristics of the migrants and of their skills, their exodus couldn’t have harmed the country’s economic growth during the sixties, since the percentage of scientific and technical manpower was, when compared to other European countries, far too scarce to frame an industrial labour force higher than the existing one. The paper concludes that during this period, the most likely hypothesis is that the Portuguese migratory flow was composed of migrants that were redundant to the domestic economy.</mods:abstract>
    <mods:abstract lang="por">Este artigo analisa a política de emigração portuguesa sob o regime corporativista. Este trabalho afasta-se da suposição de que os países de partida não passam de espectadores do processo migatório. Vai-se um passo mais longe, propondo-se que, no caso português, não só ó Estado Novo controlava os fluxos migratórios então ocorrendo, como também empregava a emigração ao seu favor. Busquei apresentar evidência de que, segundo uma análise de características invidiuais e de habilidades dos migrantes, o seu êxodo não poderia ter prejudicado o crescimento económico do país durante os anos 60, visto que a percentagem de mão-de-obra técnico-científica era, em comparação a outros países europeus, demasiado escassa para compor uma força de trabalho industrial superior à então existente. O artigo conclui que, durante esse período, a hipótese mais provável é a de que o fluxo migratório português era composto de migrantes considerados redundantes para a economia doméstica.</mods:abstract>
