Modern diplomacy in Portugal was shaped by historical circumstances that gave it very individual characteristics. The congresses and the peace of Westphalia (1644-48) allowed diplomatic relations to be re-established in a Europe that had seen its system of representation shaken to the core by the schism caused by the Reformation and the Wars of Religion. Portugal had managed to seize the opportunity created by international circumstances to restore its independence, which Spain and the Papacy refused to acknowledge for almost thirty years. While war-based diplomacy required secret missions and specific negotiations, peacetime diplomacy constituted different demands. Using Duarte Ribeiro de Macedo’s life-history—he was the first diplomat sent to Louis XIV to justify the peace with Spain (13 February 1668) that went against the treaty with France signed less than a year before (31 March 1667)—we can define behaviour connected to the conditions surrounding diplomatic activity, as well as identify aspects that provide an understanding of the worldviews of a small social group, a governing elite in the period when the modern State was being established and the absolute monarchy was being consolidated. This involves studying the process involved in the creation of modern diplomacy—starting from the concrete case of Portugal—and its contribution in defining the foreign policy of European states and developing international relations, including the impact of the external conjuncture of events on domestic policy at a time when the concept of Europe gradually started to replace the mediaeval notion of Christendom.

A diplomacia moderna em Portugal foi condicionada por circunstâncias históricas que produziram caraterísticas muito singulares. Os congressos e o tratado de paz de Westphalia (1644-48) permitiram que as relações diplomáticas fossem restabelecidas numa Europa que tinha visto o seu sistema representativo era sacudido até ao âmago pelo cisma que provocou a Reforma e as Guerras Religiosas. Portugal tinha conseguido aproveitar a oportunidade criada pelas circunstâncias internacionais para restaurar a sua independência, que a Espanha e o Papado não reconheceram por quase trinta anos. Enquanto a diplomacia de guerra precisou de missões secretas e negociações específicas, a diplomacia em época de paz impôs diferentes exigências. Através da vida de Duarte Ribeiro de Macedo – o primeiro diplomata enviado ao rei Luís XIV para justificar a paz com a Espanha (13 de Fevereiro de 1668), a qual se opunha ao tratado assinado com a França menos de um ano antes (31 de Março de 1667) –, podemos definir os comportamentos ligados às condições em torno da atividade diplomática, assim como aspetos identitários que fornecem uma compreensão das concepções do mundo de um grupo social pequeno, uma elite dominante no período em que o Estado moderno estava a estabelecer-se e em que a monarquia absolutista estava a ser consolidada. Isto implica estudarmos o processo da criação da diplomacia moderna – a partir do caso concreto de Portugal – e a sua contribuição para a definição da política externa de estados europeus e para o desenvolvimento das relações internacionais, incluindo o impacto da conjuntura externa na política doméstica, numa altura em que o conceito de Europa gradualmente começou a substituir a noção medieval de Cristandade.
