Title
Application and Integration of Cyber Operations to the Tactical Level of War
Abstract
The U.S. military continues to struggle with a system to properly integrate cyber planning into military operations, effectively communicate cyber capabilities to commanders, and cross the classification boundaries and compartmentalization that separate cyber toolsets from more traditional weapon systems. Tactical leaders are intimidated by the complexity of the cyber domain and lack a common language, cyberspace specific training, and procedures to engage the cyber professionals responsible for executing a military plan in coordination with more standard military systems. This Critical Challenge Project focused on defining and recommending modifications to doctrinal planning processes in order to integrate cyber components (such as logical and cyber-persona layers) during military problem framing and mission analysis. It further looked to bridge the divide between tactical commanders and cyber experts, allowing both to communicate ends, ways and means while maintaining the security of cyber tactics and systems.
