<mods:abstract>
Small and medium businesses (SMB) comprise approximately 99% of the economy in most developed countries. Because they represent the lion’s share of the economy, their impact on the national posture of cybersecurity is significant.  Yet, they struggle to find frameworks, solutions and tools that are intuitive, easy to implement and cost effective and as a result fail to properly manage cybersecurity and privacy risks. There are a few attempts to address this problem, both on the national level and by actors in the private sector. Some programs focus on awareness and education, whilst others focus on incentives and providing frameworks and tools. This paper offers a new perspective for the development of a new practical and actionable framework that will assist SMBs with privacy and cybersecurity without relying on abilities and competencies they do not possess. Allowing them to focus their limited resources on business development and growth.
