    <mods:title>The Failure of the Responsibility to Protect to Address Forced Displacement: Humanitarian in Principle or in Practice?</mods:title>

  <mods:abstract>In 2005, UN member states passed the Responsibility to Protect (R2P) doctrine, which reoriented humanitarian intervention from states' right to intervene to a population's right to protection from atrocity crimes. Yet states omitted explicit reference to those most visibly affected by the use of force—refugees and the forcibly displaced. In this thesis, I build on scholarship surrounding R2P's development and literature examining states' separation of norms of R2P and refugee protection. I trace the framing of R2P from 1999 to 2011 to identify why states failed to explicitly link R2P to the protection of displaced populations throughout the doctrine's development, and how states have implemented R2P with little thought to its effects on displacement. I find that state commissioners noted displacement but prioritized how to reframe sovereignty to achieve unanimous state consensus in 2005. However, humanitarian advocates frequently raised forced displacement as relevant to R2P interventions. Operational frameworks for R2P evolved post-2005, yet states acknowledged yet failed to resolve key questions that would implicate successful civil-military coordination to mitigate displacement during military intervention. The lack of consensus on such questions led to fewer safeguards against states contributing to a displacement crisis during R2P's watershed coercive use in 2011 Libya.</mods:abstract>
