<mods:abstract>This letter was sent by Dr. NC Saxena, appointed Commissioners of the Supreme Court to the Chief Secretary/ Food Secretary of All States and Union Territories to draw their attention to various orders of the Hon'ble Supreme Court in Writ Petition (Civil) No. 196 of 2001 (People's Union for Civil Liberties Vs. Union of India and others), specifically the order passed on November 28, 2001 and May 8, 2002. The Court had dealt with the issues relating to transparency in the functioning of the various food related schemes, the entitlement of public to conduct social audits and the obligation of the State governments to act on complaints of misuse of funds or non-compliance with the court's orders.</mods:abstract>
