Setting the Agenda on the Arctic: Whose Policy Frames the Region?

Description

Abstract:
The article discusses how international events and political processes drive agenda setting among governments in the Arctic. It asks how agenda setting on the international level benefits the Arctic and whose policy determines conceptions of the region. It points out that during the Cold War, discussion of the Arctic was framed in a strategic manner as providing the shortest between the U.S. and Russia which shifted to a focus on cooperation and a broader set of actors after the Cold War when the need for securitization in the are became overwhelming. It notes that while issues that put the Arctic on the decision-making agenda have shifted, the desire to understand and categorize area in imperialist terms remain unstoppable.
