- The article explores the incomplete democratic transitions and failed democratic consolidation in Latin America with reference to nations in other regions. It recalls that the region saw a brief surge of democracy during the late 1950s to the early 1960s which was followed by a transition to authoritarian rule and a return to democracy led by the Dominican Republic and Ecuador in 1978. It stresses that the Latin American mantra of 19 out of 20 countries are democratic tends to be misleading, factors of such notion include the unpreparedness of some countries for democracy. Countries that failed in terms of their democratic transition include Haiti, Russia and Afghanistan while Chile is cited as one country that was successful in its shift towards democracy.
