- The article draws lessons learned from Northern Irish experiences of terrorism and counterterrorism and consider these in relation to how proceed most effectively in the current and future situation within Afghanistan. In each case, there is the extraordinary power of ethnic identity. There is also the profound intersection of rival nationalisms with violence, as well as tension between nation and state. They point toward the political importance of historic tensions and the significance of fierce opposition to foreign rule. Both the Irish Republican Army and the Taliban have practiced violence which has straddled the division between terrorism and insurgent or guerilla warfare.
