With the influx of online services offered at various levels of state government, citizen personal information is increasingly stored in various identity repositories associated with each service. This results in a web of disparate digital identities spread across various service providers, which introduces numerous security risks. A new paradigm in identity management is required to mitigate cybersecurity risk for citizens and organizations alike. Advancements in blockchain technology have led to a new identity management model that can allow identity owners greater control over their sensitive information, resulting in a self-sovereign identity (SSI). This Critical Challenge Project (CCP) seeks to educate readers on the SSI management model and the blockchain technology that makes it feasible. In doing so, the CCP analyzes relevant implementations, regulatory compliance, emerging standards, and highlights practical use cases at the State government level. Ultimately, this CCP culminates in recommendations for US states looking to implement an SSI platform.
