According to Cabral, this only known issue of this journal was printed on either Dec. 12 or Dec. 14 of 1821. Cabral suggests the author was Francisco da França Miranda, while Camargo suggests the author was José sa Silva Lisboa, visconde de Cairu.
The author suggests that Pedro I remain in Brazil and that the citizens support him, rather than becoming entangled in the constitutional disputes in Portugal.
