- Abstract:
- To address the rising cost of facility fees, states are increasingly adopting policies to ban or regulate them. States such as Connecticut, Indiana, and New York have banned facility fees for routine services that would traditionally be provided in a non-hospital setting. Illinois lawmakers are now considering legislation that would do the same. This memo presents an estimate of the savings to Illinois employers, other purchasers, and their members, if the state were to ban facility fees for certain routine services (specifically, evaluation & management [E&M] services and preventive services) that could safely be provided in a non-hospital setting. This memo also presents an estimate of the impact that this policy would have on hospitals’ finances.
