2026 State End of Session Recap: State Action on Healthcare Affordability and Consolidation

Abstract:
In their 2026 legislative sessions, state policymakers considered a variety of bills to improve affordability and strengthen their health care markets. These included policies to put an upper limit on the amount that commercial insurers pay hospitals, policies that strengthen regulators’ oversight of health care consolidation, and policies that set guardrails around how financial actors can engage in health care.
