- The author reflects on the status of cyberwar, described as an emergent mode of conflict enabled by and primarily waged with advanced information systems, showing that outbreaks of conflict may be primarily driven by the state of play in technology as of September 2011. He also mentions current debate on whether cyberwar will favor offense or defense in the military's operational concepts. He also talks about having the concept of cyberwar twenty years ago with David Ronfeldt, and their skepticism about the prospects for conducting cyberattacks directly against national information infrastructures.
