- The article highlights issues linked with strategic stability in cyberspace as of September 2011. The ability of cyberspace to cause strategic destabilization is limited by the continued existence of nuclear weapons and a state's cybercapabilities cannot be disarmed by another state through cyberwar alone. The author asserts that cyberspace operations can rarely break computer systems and devices controlled by such systems. Fast uncontrollable action-reaction cycles would not be the result of the primary characteristics of cyberwar, such as its temporary effects and the impossibility of disarming cyberwarriors.
