- The article focuses on the continental constitution in Europe. The author says that over a year and a half after French and Dutch voters shocked Europe's political elites by saying no to a proposed continental constitution, European leaders remain unable to concur on a path out of the failure. He states that many of the European constitution making experiment was modeled on the United States' experience that the failure to follow the U.S. example in this regard is a noticeable exception
