- Relating to the decree issued by the Assemblée nationale, issued May 15, 1791 which gave voting rights to all of the Mulatto land owners in Saint-Domingue. In this address, the officials of Bordeaux object strongly to the decree. Although the decree was issued for all of the French colonial possessions, there is a certain emphasis on Saint-Domingue.
