- On May 15, 1791, the Assemblée nationale decreed full civil rights for free people of color born to free parents. White planters and colonists in Saint-Domingue regarded the measure with deep resentment. The very day that Brard gave this speech in front of the merchants of the city of Bordeaux, the slave revolts in Saint-Domingue broke out. Even though the news would have taken months to travel to France, and Brard could not have known what was happening in his country, he informed the merchants that this decree would lead to a massacre of the white population and affect their business affairs.
