Proclaims the creation of the kingdom with Henry Christophe as Henry I at the expense of the rule of Alexandre Pétion in the south, and a hereditary nobility. In comapring the young government of Haiti to the republic of the United States, the document declares that Haiti needs to be governed by a "paternal monarchy"
