- P. [1] reprints a decree of 28 Jan. 1827, issued by Andrés de Santa Cruz, convoking a "congreso estraordinario constitutyente" for 10 May 1827, and p. [2], an "Acta" of 27 Jan. 1827, issued by Colombian forces reaffirming their adherence to the Colombian constitution and to the Liberator Simón Bolívar.
