12-month proposed action plan of the New Orleans Neighborhood Development Collaborative. Key goals: to issue permanent structures of citizen participation, support neighborhood-based planning efforts in conjunction with the Neighborhoods' Planning Network, and form a sustainable Neighborhood Resource Center.
