- Ink and pencil on paper, window mat. This cartoon depicts China as a “neutral” object pulled between competing powers, with the United States resisting Russian expansion. Unlike earlier images of military intervention, it frames the Boxer crisis as a contest over China’s future. The scene visually echoes John Hay’s Open Door Policy, which sought to prevent partition by asserting equal access and territorial integrity.
